Wayne is a researcher and consultant working on issues of urban poverty and development. His interests include public management and institutional change, youth poverty and urban economic development.

Before IIED

Wayne has a background in UK economic development and urban renewal, working in London and Manchester for more than 20 years. Since 2009, Wayne has been an independent consultant engaged in UK and international research and policy assignments focusing on issues of urban development, skills and employment and youth poverty. 

Wayne has an MSc and a PhD in development policy and management from the University of Manchester, where he continues to be an honorary research fellow at the Global Development Institute.

Current work

Wayne is currently working with the Human Settlements research group on issues of finance for sustainable urban development. Projects include work with UN Habitat on the development of the Participatory Slum Upgrading Programme and an in-depth case study with the New Climate Economy and the Coalition for Urban Transitions on mobilising finance for infrastructure investment in Ghana.
