This is a report of the second six months of the first phase of the regional programme on Reinforcement of Pastoral Civil Society in East Africa and covers the period October 2003 to March 2004. This phase of the project focuses on two key areas:
1. improving policy makers' and development practitioners' understanding of the rationale and dynamics of pastoral production systems; and 2. building on the capacity of pastoral leaders to articulatre to the "outside world" how these systems work.
Key activities to be implemented include the design of a generic training course on pastoralism and policy in East Africa, collaborative action-research on pastoral issues of regional significance and networking.
