Transparency in extractive industry legislation: recommendations for Kazakhstan’s Code on Subsurface Use
The Republic of Kazakhstan is preparing a new code onSubsurface and Subsurface Use. As part of this process, the government developed and shared for comment a ‘Concept’ outlining key policy directions for the new Code.
Over the years, IIED has supported and participated in dialogues on transparency and accountability in Kazakhstan and the Caspian region. This issue paper discusses ways to install robust transparency provisions in the new code, making recommendations to take the concept’s policy directions to their full potential.
