Rebeca Grynspan was appointed the secretary-general of the Ibero-American Secretariat in 2014. Formerly a UN Under-Secretary-General and associate administrator of the United Nations Development Programme, she was Vice-President of Costa Rica between 1994 and 1998

Rebeca Grynspan was appointed the secretary-general of the Ibero-American Secretariat in 2014. Formerly a UN Under-Secretary-General and associate administrator of the United Nations Development Programme, she was Vice-President of Costa Rica between 1994 and 1998.

Previously, she was director of the Economic Commission for Latin America and the Caribbean Sub-regional Headquarters in Mexico, where she also served as co-chair of the International Food Policy Research Institute's Executive Board, and assistant-secretary-general and Regional Director for Latin America and the Caribbean at the United Nations Development Programme (2006-2010). She served as chair of IIED's board of trustees until June 2020.
