Malcolm led on climate adaptation, loss and damage, and building resilience for the UK government from 2016-22. Prior to this, he had 30 years of experience in government, NGOs and the United Nations.

His experience has included international climate and food security policy, design and delivery of natural resource management and livelihoods interventions, and responses to protracted and sudden onset humanitarian crises.

Before IIED

Before IIED, Malcolm was a senior climate and livelihoods adviser with the UK's Department for International Development (now the Foreign, Commonwealth & Development Office). He has also worked for the United Nations, Save the Children and Oxfam, working in Africa and Asia.
