This brief of the April 2000 issue of E&U discusses five areas where local governments play a particularly important role in reducing poverty in urban areas:

* supporting low income groups to obtain land for housing;~* the provision of basic infrastructure and services to improve housing and improve livelihood opportunities;~* integrating "pro-poor" orientations within support for economic growth;~* improving access to justice for poorer groups;~* local political and bureaucratic systems which poor or otherwise disadvantaged groups can access and influence.

It also discusses how local government's capacity to reduce poverty is influenced by its relationship with higher levels of government, and what approaches international agencies can take where anti-poor attitudes prevail within local government.
