Sally Ralph
Head of programme delivery
Sally is a senior programme and operations leader with extensive experience navigating complex, international development and humanitarian contexts.
A project manager with 12 years’ experience, she is known for shaping strategic direction, driving organisational learning and fostering inclusive, high-performing teams.
Sally is also experienced in strengthening organisational processes, supporting innovation and delivering impact across multi-stakeholder environments.
Before IIED
- Project management professional focused in the humanitarian and development sector since 2014.
- Previously programme coordinator working across Europe, Middle East and North Africa regions for RedRUK. Was part of RedRUK’s Ebola Response project, training all international healthcare workers deploying to West Africa in 2014/15

Current work
- Responsible for strengthening programme delivery across the institute by aligning delivery standards and ways of working, maintaining shared oversight of delivery risks, resourcing pressures, financial performance and capacity, and ensuring consistent leadership and support for programme and project management roles across IIED's strategy.
- Leads planning and oversight of IIED’s unrestricted investment portfolio supported by Irish Aid, Danish MFA, Quadrature Climate Foundation and UBS.
- Leads budget planning and operational oversight for delivery of IIED’s multi-annual restricted programme with the Swedish International Development Cooperation Agency (Sida).
- Supports the IPCC chair and their team as part of IIED’s hosting arrangement with DESNZ.
