This publication documents the civic media journeys of young people in Bhuj, India and Dharan, Nepal – two rapidly urbanising cities where governance processes offer limited space for community participation. 

It explores how youth-led civic media practice unfolded across 18 months of workshops and how a shared analytical framework – the ‘moments of possibility’ – emerged from that practice to help make sense of what was happening and why. 

The publication presents each city’s journey, identifies the conditions that allowed participation to deepen or shift, and draws comparative lessons across both contexts. It offers practitioners, facilitators and supporters of youth civic engagement grounded insights into how civic media can help young people make their voices heard within urban governance.
