Insufficient consultation of local need in planning stages of climate projects
Local people are sometimes not consulted comprehensively enough ahead of climate projects in a way that ensures their perceptions and expectations are understood and addressed.
Donors should spend more time and money on community engagement.
They should also ensure funding for projects like reconstruction matches what is required to complete work that can take years. Otherwise, the target community might be damaged further when the next extreme weather event hits.

I think this is really interesting and could be merged with this handbrake: https://www.iied.org/hidden-handbrake/consideration-financing-adaptatio…
Something like, 'Project planning fails to properly consider local views or financing'
