INTRODUCTION Most of the unmet needs that the Millennium Development Goals (MDGs) identify and seek to address are a result of limitations or failures of local organizations. Thus, meeting most of the MDGs in urban areas depends on much-improved performance by local organizations ­ including government agencies, NGOs and community-based organizations and, in many places, private enterprises.
