How can we measure adaptation: monitoring and evaluation as an entry point?

There has been growing interest in measuring progress in climate change adaptation. This has partly been driven by the Bali Action Plan adopted at the Conference of Parties 13, which stressed the need for prioritising and incentivising adaptation actions. Without knowing how effective adaptation actions are it is impossible to prioritise and incentivise them.

Adapting to climate change in Bangladesh

Visiting rural communities in Bangladesh has always been like ‘homecoming’ for me. But I seem to learn something new every time I visit. This time was no different. I, along with 25+ participants of the Fifth Conference on community-based adaptation (CBA5), visited the Gopalgang area in southern Bangladesh. Historically, the Gopalgang area is highly vulnerable to disasters, like flooding and water logging.

Is this a climate change issue or a human rights issue?

Witnessing children in rural areas marching in parades to commemorate Bangladeshi Independence Day on 26 March was a beautiful sight that filled my heart with joy. And my three-day visit to various communities in the Rajshahi District gave insights into Bangladeshi society. But it also gave us an indication of how climate adaptation programmes will have to penetrate a landscape of entrenched social injustice and feudalism. Will climate adaptation in such circumstances merely be old wine in new bottles, or could it mean a real paradigm shift in development that will help poor people to take the future into their own hands?

The annual international conferences on community-based adaptation are unique in that they include field trips where participants can see for themselves how vulnerable people are coping with climate-change related impacts. I went on my field visit on Saturday (26 March) — to a site in Manikganj District, about three hours from Dhaka city in Bangladesh.

The 5th International Conference on Community Based Adaptation to Climate Change, takes place in Dhaka, Bangladesh on 24 to 31 March 2011. Saleemul Huq will be keeping us updated from the conference in a series of daily video logs.

 


5th International Conference on Community Based Adaptation to Climate Change.

Dhaka, Bangladesh 24-31 March 2011.

Three days of field visits to community based adaptation projects in different ecosystems.

Three days of interactive discussions on different thematic areas at the Dhaka Sheraton Hotel.


The conference aims to:

Share the latest developments in adaptation planning and practices, priority sectors and measures at different levels and disseminate knowledge among stakeholders and communities.


The specific objectives are:

Bring different stakeholders and practitioners to share and discuss knowledge of Community Based Adaptation (CBA) planning and practices from different parts of the developing world, particularly Bangladesh

Capture the latest learning from CBA planning and practices around the developing world

Enhance capacity of the practitioners to help the most vulnerable groups and people in improving livelihoods in developing countries

Share lessons learnt to facilitate integration of climate change into national and international development programmes

Disseminate lessons learnt at the conference through proceedings and immediate conference summary.


Field Trip:

A three day field trip, visiting different sites iaround the Dhaka region to view CBA activities in different vulnerable ecosystems.


Conference - Interactive Discussion:

Each day will consist of a plenary session and a number of parallel interactive discussions relating to the following areas within the 'Scaling Up: Beyond Pilots' theme:

  • Evidence of Change: impacts at local to global levels, understanding climate change adaptation planning and practices

  • Partnerships in Adaptation: global, regional, national and local levels

  • CBA in Practice in Sectors and Regions: water, agriculture, biodiversity, human health, infrastructure, urban, coastal zone, dryland, drought, mountain, floodplain

  • Knowledge, Education and Awareness on Climate Change: challenges andopportunities for mainstreaming adaptation

The workshop is open to anyone interested in community-based adaptation. Attendance is limited to 250 participants. For those who can fund themselves, applications are due by 31st of December 2010. Participants requiring funding (from developing countries only) should send an abstract with a request for funding by 31st of October 2010

The International Institute for Environment and Development (IIED) will act as lead contact for conference management issues. Bangladesh Centre for Advanced Studies  (BCAS) will manage registration and all logistics of the conference.
