MMSD activities in South America were led by the Centro de Investigación y Planificación del Medio Ambiente (CIPMA) in Santiago, Chile, and the Mining Policy Research Initiative (MPRI) of the International Development Research Centre (IDRC) in Montevideo, Uruguay. StructureMMSD South America had two components: research (coordinated by CIPMA) and participation (coordinated by MPRI). Both components were carried out in close coordination aiming to produce a final regional report that addressed a research agenda supported by the participatory process. Also, an Advisory Group was established to achieve a greater degree of independence and accountability. Its key responsibilities were to provide guidance and basic information in the South American Region. The Group assisted MMSD South America in defining its terms of reference for the national participatory research processes and for the overall research agenda. The Group also discussed the draft Baseline Study and the draft results of the participatory process, and reviewed the final regional and global reports. The Group comprised recognised individuals from many countries of the region, with a broad range of backgrounds, chosen for their independence and experience in fields relevant to the Project. MMSD South America developed activities in 5 countries: Bolivia, Brazil, Chile, Ecuador and Peru. To expand the network and enhance the process, each country had a national coordinator responsible for the process at the national level and for producing a national report. Research and ParticipationThese activities began by producing stakeholder profiles for each actor touched by the minerals sector in the region. Later on, a survey was designed, applied and completed by 345 individuals
from 15 Latin American countries. The results helped prioritise the main
issues of concern for different groups in the various countries and fine-tune
the regional research and participatory agenda. Over 50 workshops attended by over 700 participants were conducted. Eighteen
of these workshops called on government representatives, 18 congregated
individuals from industry and 23 gathered civil society groups. These
workshops were carried out at the national level and were designed to
allow for the particularities of each country's reality and possibilities.
In addition, MMSD South America found that the workshops served both to

Research TopicsEarly research and participation activities helped MMSD South America to identify 17 key topics around which it formulated its research programme and subsequent participation activities. These are: mining in indigenous lands; mining in protected areas and high biodiversity areas; tools and capabilities for public sector resource management; spaces, mechanisms and capabilities for the participation of civil society in decision-making processes related to mining; access, use and generation of relevant information on mining; royalties and taxes; distribution of royalties and taxes among the federal, provincial and municipal levels; artisanal and small-scale mining; environmental performance; employment; local development (social, economic, cultural, environmental); rights and management of natural resources (soil, water, biodiversity, minerals, etc); technological and scientific development; mine closure; abandoned mines; market access and competition; and the incidence of international agreements, treaties and standards. |
