IIED’s Director of Programmes, Steve Bass appointed Chief Environment Adviser at DFID

September 26, 2003 (London, UK) -- The Chair of the International Institute for Environment and Development (IIED), Jan Pronk, has announced that Mr Steve Bass, Director of Programmes at IIED, has been appointed Chief Environment Adviser at the UK Government’s Department for International Development (DFID).

Mr Pronk commented, “We are extremely proud that Steve Bass has been appointed to this very senior position in the UK Government, with the opportunity to shape future government policy on environment and development issues. Over the last 13 years, he has made an outstanding contribution, both to IIED and in his field, which was recognised when he was honoured with the 2001 Queen’s Award for Forestry.”

Camilla Toulmin, acting Director of IIED, commented, “Since 1990, Steve Bass has played a central role in strengthening IIED’s capacity to push for more sustainable development, helping us to build and develop more effective alliances and networks with partners and others. He helped facilitate a greater focus on more thematic issues while recognising our particular strengths in our programmatic work. He will be a great asset to DFID and to their work in eradicating poverty.”

Steve Bass said, “DFID has made tremendous progress in the fight for poverty eradication. It is now time to reinforce work on the environmental ‘pillar’ of sustainable development. Poor people want to be free of the burden of spending excessive time, effort, and money in securing environmental essentials such as water and shelter. Governments need the capacity to ensure the wise and equitable management of environmental wealth, through effective infrastructure, standards, rights systems, and control procedures. To achieve this, people who make decisions need to be convinced that sustainable development is a ‘can-do’ affair – that it can save costs and waste, it can work with local knowledge and natural processes, and it can create jobs. My rich experience with IIED has equipped me to help them meet the challenge. I look forward to staying in touch with IIED, as it continues in its leadership in the critical challenges of sustainable development.”

 

Brief biography of Steve Bass
Steve Bass is an environmental planner and forester with 21 years experience working principally in Western Asia, the Caribbean and southern Africa. He joined IIED in 1990 as Associate Director of Forestry and Land Use and has specialised in participatory environmental and natural resource policy. He has also amassed considerable experience in institutional development. His recent work has included developing and assessing market-based instruments, notably forest certification.

In 1999, he was appointed Director of Programmes at IIED with responsibility for overall strategic programme development, research planning and quality control. He has been on advisory boards for groups as diverse as UNEP, WWF, Shell Canada and Oxford University, as well as editorial boards. In September 2003, he was appointed Chief Environment Adviser at the UK Government’s Department for International Development.
