Montreal climate change talks mark a step forward Responding to the outcome of climate change talks in Montreal (28 Nov - 9 Dec 2005), Director of the International Institute for Environment and Development Camilla Toulmin said: "Two weeks of talks have made three important yet, in reality, modest steps forward. The Kyoto protocol is now fully-functional, future negotiations on a post 2012 deal are in the global diary and the US has been dragged into a separate track of non-binding discussions. "The signposts are pointing in the right direction, but let's not get too carried away. The true test is still to come - will our leaders agree a legally-binding deal that forces the necessary deep cuts in greenhouse gas emissions at the urgent pace required after 2012? "The big industrialising nations must be included in a future binding agreement, but the key to achieving this lies with the rich countries. They must lead by example, fully accept responsibility for creating the problem and produce a substantial development dividend. "The crucial challenge of adapting to climate change, which is hitting poor people and nations hardest right now, has been sidelined by the big mitigation debate. Adaption measures must be taken equally seriously and supported with significant investment."
