Rethinking Valuation

Natural Resource Accounting in Namibia

Dates/Duration: 2003-2004

Project Purpose

To provide technical assistance and training to economists in Namibia's Directorate of Environmental Affairs in forest and natural resource accounts.

Focus

James MacGregor was invited by the Namibia's Ministry of Environment and Tourism to train three of its economists to manage future projects on the valuation of forest resources in Namibia, which will feed into the NRA accounting matrices.  James will develop and guide the project The Stock and Flow of Woody Land Resources in North-Central Namibia, in conjunction with the cadre of Namibian economists in the Ministry of Environment and Tourism's Environmental Economics Unit.

James proposes to:

  • provide theoretical training to three economists in economic valuation techniques, survey design and implementation, NRA and project management; 
  • lead the development of a survey instrument to be applied among rural stakeholders in the north central area of the country in collaboration with the economists;
  • convene a workshop at the Directorate of Environmental Affairs which will involve relevant stakeholders and policy-makers. The aim of the workshop is to examine the research results and analyse the issues arising; examine the efficacy of the work for expanding to the rest of Namibia; and analyse the usefulness for NRA accounts for forests.
