Institutionalising Participation and People-centred

Processes in Natural Resource Management

Introduction:

This project aims to conduct a comprehensive assessment of the dynamics of institutionalising and scaling up participatory approaches and processes in natural resource management.

Large-scale participatory natural resource management often includes national governments, large NGOs and donor agencies as major actors. Under what conditions can bureaucracies be refashioned or transformed to ensure that their outcomes (policies, programmes, resource allocation and projects) actually facilitate, rather than inhibit, participation and the adaptive management of natural resources? How do roles, rights, responsibilities and the distribution of costs and benefits need to change among actors in civil society, government and the private sector?

These are some of the questions guiding a collaborative research programme designed to examine the dynamics of institutionalising people-centred processes and participatory approaches for natural resource management (NRM) in a variety of settings. Coordinated by the International Institute for Environment and Development (IIED) and the Institute of Development Studies (IDS), this action research programme includes country case studies as well as analysis of some international organisations and institutions.

Objectives:

The major aims of this research are to analyse and assess:

  • the dynamics of institutionalising and scaling up participatory processes and people centred approaches for NRM in Indonesia, India, Senegal, Burkina Faso and Mexico;
  • the institutional dynamics, procedures and cultures of large, public, bureaucracies that make policies, plan, implement, monitor and evaluate NRM interventions;
  • the institutional dynamics of community-based organisations and small NGOs involved in these NRM interventions;
  • well-being and livelihood security of vulnerable social groups who are frequently marginalised by large-scale development initiatives, such as women, children, low-income people, migrants and landless or near-landless people;
  • state of the physical environment and natural resources in which these participatory programmes and projects have been implemented;
  • state of knowledge among policy makers, practitioners and local people about human-environment relations, the dynamics of environmental change and the nature of development.

Key findings/ progress to date:

In each case study, researchers have carried out detailed historical studies of the key policies and events that have influenced the design and institutionalisation of participatory and people-centred approaches. Evidence for large scale participatory NRM has been further triangulated through organisational analysis and impact analysis. A dynamic process of critical reflection and accelerated learning and innovation for change is being facilitated by in country Learning Groups that include key actors (development practitioners, civil society representatives and donors…).
