Project Name: Capacity strengthening in the Least Developed Countries (LDCs) for Adaptation to Climate Change (CLACC)

Introduction:

The Least Developed Countries (LDCs) are the most vulnerable to the impacts of climate change, due to their geographical location in some of the most vulnerable areas and their low capacity to cope with drought, floods, cyclones etc. Supporting LDCs in their efforts to adapt to the impacts of climate change requires long-term capacity strengthening within government as well as civil society. The National Adaptation Programmes of Action (NAPA) process, started under the aegis of the United Nations Framework Convention on Climate Change (UNFCCC), is one mechanism through which national stakeholders can understand the problem of climate change and their role in building resilience to its adverse impacts, and identify a portfolio of appropriate adaptation projects. CLACC aims to strengthen civil society in order to support the official NAPA process and support implementation of adaptation projects in the LDCs over the coming years.

CLACC Objectives:

  • Strengthening the capacity of civil society in LDCs to adapt to climate change and fostering adaptive capacity among the most vulnerable groups.
  • Establishing an information and knowledge system to help countries to deal with the adverse impacts of climate change.
  • Integrating adaptation to climate change into the work of key non-government institutions, and mainstreaming the NAPA process with these institutions.

The CLACC Fellowship Programme:

The CLACC fellowship programme aims to build the capacity of civil society organisations in 12 LDCs, on issues relating to adaptation to climate change.

In early 2004, CLACC fellows from four regional CLACC partners spent two months at Northern host institutions. In 2005, CLACC fellows from 12 LDCs spent two months with regional CLACC partner organisations. All four regional partners and eight LDC fellows also attended the UNFCCC 11th Conference of Parties in Montreal in November 2005.

CLACC Research:

A research programme started in 2005. This will assess grass-roots adaptation activities in various sectors (coastal areas, water management, disaster preparedness and response, health, agriculture, forestry etc.), and feed this information into national adaptation planning (including NAPAs) and international decision-making. National and regional workshops will consolidate lessons learned in LDCs on adaptation to climate change and the NAPA process. Lessons learned will be disseminated at international meetings and through published reports.

Regional Workshops 2008:

The CLACC programme has by now had sufficient experience and knowledge on issues of adaptation to climate change to convene a group of like-minded actors from civil society in the four regions to discuss, brainstorm and plan next steps on the adaptation agenda in their respective regions and countries. It is therefore proposed to hold a series of four regional workshops for selected individuals from civil society in each region to discuss these issues in early 2008.
